While the larger “should we even have an air force that large” is a different thing, these fly overs are training hours for the pilots. They need to keep up training hours so it’s either this or just flying in circles of a frolf somewhere. This is actually better taking because they need to hit a specific spot in the sky at a specific time, just like in a combat run.
